Barlow says he would keep state budgets lean and build one to two years of cash reserves so spending is backed by money the state already has, instead of revenue projections. He says he voted against the 2013 fuel tax increase, cosponsored and voted for the 2025 coal severance tax reduction, and supported a lodging tax paid mainly by visitors.

Barlow says he would launch a Healthcare Strike Team of providers, patients, insurers, businesses and local governments to produce action items for day one of his administration. He sponsored the Stem Cell Freedom Act, which lets doctors offer patients' own stem cell therapies not yet approved by the FDA, with informed consent.
