Economy and cost of living
Minogue says he wants to keep and recruit businesses and entrepreneurs in Massachusetts, lease or sell state land (not conservation land) to builders and companies, and hire 25,000 veterans in his first term. He also says he would cut the state's energy utility fees and bring back a share of local tax dollars to towns that speed up home permits.

Taxes and government spending
Minogue says he would cut taxes and spending by eliminating waste and fraud through audits, including an outside audit of the legislature and the whole state budget. He says he would use the state constitution's Clause 62F to return surplus revenue to taxpayers, and suspend the gas tax when prices pass four dollars a gallon while working toward eliminating it.
Health care
Minogue says his 'Patients First' plan would move care out of Boston emergency rooms and into communities, support primary care doctors, and shift procedures to lower-cost outpatient clinics. He says it would also require generic drugs through pharmacy benefit managers and expand community-based mental health care, with third-party auditors checking for waste and fraud.
