Fazio says he would cut state income tax rates by about 2 percentage points for most families, which he says is over $2,500 a year for the average family, and cut electricity bills by about 20%. He also says he would cut housing costs by easing building rules and licensing fees.

He says he would pay for it by cutting about $1 billion a year in spending, reducing borrowing, ending some tax exemptions and subsidies, and taxing investment income at large university endowments.

Fazio says he would cut electric bills about 20% by ending the Public Benefits Charge and most of its programs, ending the Renewable Portfolio Standard and RGGI charges (or letting nuclear and hydropower count toward the standard), and expanding natural gas pipeline capacity from Pennsylvania. He says he would also limit long-term power contracts to near market price and end tax subsidies for data centers, EV chargers and heat pumps.
