Becerra says he would pursue a fee on large employers that do not offer health coverage to low-wage workers who qualify for Medi-Cal. He also says he would expand California's film and TV tax credit program.

Becerra says he would protect existing coverage from federal cuts, build toward universal single-payer coverage, and lower drug costs through state purchasing power and an expanded CalRx. He also says he would invest in primary care and a bigger health care workforce, and crack down on Medi-Cal fraud.
